Update textproc/py-sphinx to version 1.6.5

Description

Once the port is updated, the build servers for both TrueOS and FreeNAS will need to have this port updated as it adds new features that may be used by the doc team.

Tim, Warren, you will want to upgrade your version of sphinx once the new version is available in ports.

We have to do some OS upgrades to the builders soon, will try to get all this done at the same time.

Reassigning to the new port maintainer and bumping up version to latest release version.

Marcelo, let me know once the port is updated as we'll need to schedule installing it on the various build servers and testing that the docs still build correctly.

The latest version is 1.6.3, there are lots of ports that depends on this one, I need to ask portmgr@ to run an exp-run prior to commit it.

I will let you know when it lands on ports tree.
