Description

When SSHing into a system as a non-root user, running '/etc/netcli' as per the Handbook will throw a traceback, rather than a more preferable:

1. "This command must be run with root privileges" or
2. A limited console menu tailored to their permissions, say, only showing the IP they should connect to

fix(netcli): Instead to dump a traceback, let users know that only root has privileges to run netcli. Ticket: #21171

Lets just go with printing an error about "root" being required and leave it at that :)
