Add translation support
Angular.io needs to be translatable.
We need to setup everything to generate files to be translated.

Handing this to Daisuke for now. Daisuke, what we need is to figure out how to handle all i18n. If we can export strings to .po files or some similar format, which will let us host them in Weblate translation system.

I have piped through ng2-translate into the form components so 90% of the application that uses them can be easily translated. Also found a nice utility and setup our translation files in file structure that expects them in my latest PR, see https://github.com/jcbvm/i18n-editor

Translation support is now complete, the mechanisms for extracting strings to PO and using the PO files with the UI to translate are there. All that is left to do now is add translation markers throughout the UI so that it can be translated, see ticket https://redmine.ixsystems.com/issues/29625 to follow this work.
