Description

When proxy setting is applied in web gui proactive tickets don't use proxy.

Steps to recreate:
Add Proxy in gui
Have Failure that will trigger proactive ticket(off-lining drive in tested case)

This was tested on a box on a segregated network that only has a proxy for access to the internet.
Tested sending ticket directly through webgui which worked

I don't have a way to test this at the moment, but the code looks good to me. Since Nick can confirm this works, I think we're good ;-)
