Indicate that the Netdata service needs to be started before it can be configured
The Services/Netdata configuration screen has a "Take me to the Netdata UI" button that is always shown, even when the service is not running. Clicking this button when the service is not running results in an nginx "Sorry, the page you are looking for is currently unavailable." error.
If the Netdata service is running, show the button as it does now.
If the Netdata service is not running, do not show the button. Instead, show just plain text "The Netdata service is not running, so the UI is not available."
More difficult to implement but easier for the user: have a "Start the Netdata service now" button, so the user does not have to leave the configuration screen. When clicked, this should show a timer icon until the service has started, then change to the "Take me to the Netdata UI" button.
