Description

1) grey out VNC when there is no VNC device, add a on hover notification for the grayed out box which says

Web VNC disabled:

Enable VNC Web on VNC device and restart your VM.

PR 400 resolves this as best as we can. The VNC button is now disabled if no web vnc device is found.
Unable to add tooltip with warning message due to this issue. angular/material2#7953
Tooltips use the mouseenter browser event to display content. Currently only Firefox supports this event on disabled elements

Thought of a solution for tooltip problem. Solution merged in with PR 402
