Made minimal starting commits toward the bacula-server plugin (PR: https://github.com/freenas/iocage-ix-plugins/pull/17).

I've made the initial set up for the artifact repo(https://github.com/freenas/iocage-plugin-bacula-server).

I don't have the knowledge to actually get it working (may require some programming knowledge). Currently it returns an error (see attached file) when trying to install on latest nightly (FreeNAS-11.2-MASTER-201806130421).
