Need More Helpful Message for Plugins with Web-Based Config Screens

Description

Some Plugins, such as Btsync and CouchPotato, have a config screen which says:

"XXX can be found here by default", where here is the URL to the jail's IP listening on the correct port number.

While that is very handy, it is non-intuitive to new users that that URL won't work until the service is started. Suggest changing the text of such PBIs to something along the lines of:

Once XXX has a Status of ON in Plugins -> Installed, click here to access its configuration screen.

Just noticed that other PBIs (e.g. Owncloud, Plex) have a similar message:

Click here to access your XXX!

This should be modified to:

Once XXX has a Status of ON in Plugins -> Installed, click here to access your XXX!

This seems to be a general pattern (and I've hit it myself with plex; you install it, then you go to click on it, and you're sent to a web page that doesn't exist since the plugin isn't running). Is there any point to having the plugin respond if it's turned off? Is this how some plugins configure themselves in "the off state" or is there an opportunity here to put in a mode check ("on or off?") that causes a different dialog to come up for a plugin that's off?

Alternately, I suppose the dialog for each plugin could display its current state (Plugin Status: Off) at the top of the dialog.

I'm not sure how to handle this one. I suggested only displaying the icon in the navtree if the plugin is turned on. However, William pointed out that some plugins are configurable even if they aren't turned on. Also, we can only control the plugins that we maintain, the rest is out of our hands. I'm setting the target for this to future until an agreement can be reached.
