Description

When a volume already has a scrub assigned to it, user should not be able to add another scrub for the same volume. If right now the user does that, it results in an exception. This ticket is to mitigate this issue and not allow the user to do this

If I try to create a scrub with a pool that already has a scrub task assigned I get "A scrub with this pool already exists " when I try to dave
