Previous bad logic was using http regardless.

DESC: iocage ignored the file flag when fetching a release
RISK: Low
ACCEPTANCE: Run iocage fetch --file --root-dir /home/dir -r RELEASE and verify it tries to grab from there.

Example:

root@freenas:~/iocage # ./iocage fetch -f -d /root/foo_releases -r 8.0-RELEASE
MANIFEST is a required file!
Please place it in /root/foo_releases/8.0-RELEASE
root@freenas:~/iocage # ls -l ../foo_releases/
total 5
drwxr-xr-x  2 root  wheel  2 Aug 15 23:18 11.1-RELEASE
