Fix bug that allowed the creation of cloud credentials with duplicate names
The UI does not make sure that Cloud Credentials must have unique names. So it is possible to have, say, seven cloud credentials, all named "S3 Storage".
After the user enters the name for a new cloud credential, the UI should make sure it does not match an existing cloud credential.

Testing with a FreeNAS Mini updated to FreeNAS-11.2-MASTER-201809210904:
Go to System > Cloud Credentials. Attempt to create a new Cloud Credential that has the same name as existing credential S3 Storage. Clicking SAVE shows an error on the form under the Name field that says "Object with this name already exists"
