Umbrella #44889: Move strings from typescript files into helptext files
Move strings from Accounts section into helptext files
Difficult to test specifically, but it would be a good practice to browse through the pages under Accounts, especially forms and other sub-pages and see if any tooltips or labels seem wrong, out of place, or broken.
ORIGINAL DESCRIPTION:See ticket https://redmine.ixsystems.com/issues/34086 and PR https://github.com/freenas/webui/pull/1211. To solve the issue of excess spaces and have a common place for tooltips, labels, validators and other helptext related items we will be putting them into their own helptext files. The helptext files should be in a common location with a similar hierarchy to where the files that use them are located (i.e. pages/account/groups should go in helptext/account/groups.ts) to keep things logical and organized. This umbrella ticket will have subtickets for each section to cover splitting up the text from their typescript files into the helptext files.

I see no problems with help text or label text within forms in Accounts (Users or Groups) with the exception of 'Username' in Users, which should have a space between '%' and '^' in the list of not-allowed characters. Possibly one also needs to check if they are all bolded. Other than that it seems to pass.
