Warn if username is greater than 8 characters but accept up to 16 characters

Description

I'm pretty sure that since updating to 11.2-RC1 a new username is limited to just 8 characters... This seems very restrictive and it could be difficult to work with when trying to match Microsoft Windows accounts to allow users' shares to be accessed automatically.

I have also run in to an issue setting up the Syncthing plugin, since the tutorials talk about adding a user called "syncthing" (this is 9 characters).

Maybe it would be possible to allow 9+ characters but with a yellow warning instead of a red error?

Ah OK... Forgive my ignorance but what are that potential dangers of more that 8 characters? It seems like there are a lot potential problems with not being able to create usernames greater than 8 characters. What about using some regex to show what the username would be compatible with?... This way when creating a user it will be easy to see if the name you are using is likely to cause problems in your particular environment.

Ignore the specifics of the example I've made below, it's just to give an idea...

Username
Usernames must be alphanumeric and eight characters or less.

Apologies if I have missed this elsewhere as I can't see the reasoning behind the 8 char length limit for usernames? It does seem arbitrarily restrictive.

I agree with this.

Isn't it better to go for the 9.3 approach? -> A message that says "Maximum 16 characters though a maximum of 8 is recommended for interoperability"

And I certainly don't see a reason to limit the password to 8 characters, but correct me if I'm wrong.

I passed this, however, would suggest from an average Joe/user perspective, in the tool tip and guide (see screenshot) explanations, getting rid of the period at the end of the "symbols that cannot be used section" or at least putting a space after the period would go a long way to alleviating any potential confusion (maybe getting rid of the A before $). To me it looks like .A$ all together.
