Description

ACCEPTANCE CRITERIA:
On the Pools list page (Storage/Pools), the gear and lock icons should be horizontally aligned, not vertically.

ORIGINAL DESCRIPTION
Currently in Storage/Pools the Pool Action Buttons (cog and lock icons currently) are listed in a vertical layout. The layout makes the lock icon appear to be part of the treetable, which is misleading. It also caused problems during 11.2 release since it wound up being overlapped by the tree-table making it not responsive to mouse events. The issue was fixed for the release, but these buttons really need to be listed in a horizontal direction. Furthermore, I would additionally recommend relocating the actions that apply at the pool level, into the panel headers.

This ticket mentions, as a possibility, placing the icons on the header, but with the material panels, the headers are actually buttons that can be run with the keyboard, and interactive elements (like our icons, which open menus) don't work well there. See the note from the Material docs, below.
