Description

Changes introduced by Netdata 1.11.* port disrupt old behaviour by placing config files under /usr/local/lib as opposed to /usr/local/etc where they originally were. We should revert Netdata to 1.10 for 11.2

Risk
We risk breaking netdata service

Acceptance Criteria
It should be ensured that netdata service runs as desired and that conf files are present under /usr/local/etc/netdata/ directory.
