Description

We should have an ignore flag which will suppress exceptions for jails which failed to start for start ALL command as there could be empty jails which cannot start

Risk
We risk breaking starting all jails at once with iocage cli

Acceptance Criteria
We should have an empty jail created which we know won't start in any case. Then we should run the command iocage start ALL --ignore and it should suppress the failed to start exception for the empty jail but log the status appropriately.
