Boot device scrubbing not happening per the manual

Description

Per the FreeNAS manual a scrub occurs after an operating system update and after 30 days. I just installed the latest update (FreeNAS-9.3-STABLE-201412301712) and no scrub was performed.

Also note that I had to initiate a scrub from the CLI after more than 30 days had elapsed.

Perhaps the scrub code itself is broken in a way that neither are being performed?

The documentation is out of date; it was decided to not do a scrub after an install or update.

The schedule is 35 days, I think, not 30.

Sean turned off the initial scrub on update due to a theory that it was causing the boot problems, so that part can be updated in the docs. The regular scrub should still work, however.

Verfied 35 days in crontab. Fixed in d40dde1d2c367bb11758a2a70bf280eb4b8f13ca.
