Able to create Authorized Access group with ID 0 but cannot select it when creating a Portal

Description

0 is allowed when setting a Group ID for Authorized Access, but when selecting Authorization Group in the Portal creation form, '1' is the option, but when selected an error will be shown that '1' can not be found.
