When a TrueNAS has an expired license the license. The alert system fails to update or generate any alerts on the TrueNAS.

I've tested this on Zoltan(10.210.32.40) which currently still has an expired license and CarnitNAS(10.210.32.70) which displayed the same behavior until a non expired license was put back in place.

Josh Sirrine also proved this on his lab TrueNAS Z series HA.

This is a major issue for TrueNAS customers if there is any hardware or network failure on the TrueNAS since they will not get any alerts on the issue.
